The city of Al Qods Acharif has been wading through a real, serious crisis as a result of occupation, the strangling blockade imposed on its population and the various forms of intense pressure aiming to forcibly expel them from their sacred city.
It was in 1997, upon the kind initiative of His Royal Majesty the Late King Hassan II, Sovereign of the Kingdom of Morocco, that Bayt Mal Al Qods Acharif Agency was set up to shore up the Palestinian presence in the city of Al Qods Acharif and counter plans to seize control of its territories.
As proclaimed in its Statutes, the Agency has as a mission to :
Pool material and financial resources in a bid to protect the established national rights of the Palestinian populations in Al Qods Acharif as the capital city of Palestine, to preserve its Islamic and Arab character and to safeguard its civilizational, religious, cultural and architectural heritage.
The goals of the Agency, as laid down in Article (3) of its Statutes, are as follows:
- To rescue the city of Al Qods Acharif.
- To support Palestinian populations and Palestinian institutions in Al Qods City.
- To preserve the sacred Mosque of Al Aqsa and the other noble sanctuaries in Al Qods as well as protect and restore the civilizational, religious, cultural and architectural heritage of the city.
In the lofty message addressed to the first meeting of the Board of Directors of the Agency at its opening session held in Marrakech on 14 February 2000, His Royal Majesty King Mohammed VI, Sovereign of the Kingdom of Morocco, Chairman of Al Qods Committee, pointed out:
"Bayt Mal Al Qods Acharif Agency is an institution with an effective and meaningful role to play in rescuing Al Qods City, preserving its identity…and defending the rights of its population." His Majesty, may Allah protect him, expressed his keenness to follow up action made by the Agency and called for improving it to modern managerial and planning standards, in view of the central importance of the cause of Al Qods, which has a wide religious dimension to all revealed religions and an enormous political significance the world over.
His Majesty also explained that the cause of Al Qods is of concern to Muslims and Christians alike. He brought into focus the peaceful coexistence that prevailed in the sacred city among religions and cultures and civilizations throughout history.
By virtue of the decisions and recommendations issued by the Trusteeship Committee at its first, second and third meetings, held on 10 March 1999, 22-23 June 2001 and 20 December 2004 respectively;
As well as in accordance with the decisions and recommendations of the Board of Directors of the Agency at its first meeting convened in Marrakech on 14 February 2000;
It was decided to facilitate the task of the Director General in making necessary contacts and holding meetings to discharge his mission consisting in securing funds for the Agency, raising awareness about the importance of supporting Al Oods City and its population, and launching large-scale campaigns to support Bayt Mal Al Qods Acharif Agency.
Guided by the objectives, decisions and recommendations set out hereinabove, and during the first month when I took office as Director General of Bayt Mal Al Qods Acharif Agency, upon appointment by His Majesty King Mohammed VI, Chairman of Al Qods Committee, I set out to prepare the action plan for the upcoming years which we are honoured to submit to His Majesty King Mohammed VI, Chairman of Al Qods Committee. This Action Plan will be referred, upon lofty approval by His Majesty, to the member states of the Organization of the Islamic Conference so that they might contribute their observations on this new strategy and ensure its successful implementation. The strategy will be submitted to the next meeting of the Trusteeship Committee for adoption.
Allah we beseech to guide our steps and grant us success to better serve Al Qods Acharif, its population and the Al Aqsa Mosque, and achieve the noble goals sought by Bayt Mal Al Qods Acharif Agency under the supervision of His Majesty King Mohammed VI, Chairman of Al Qods Committee. May Allah give His Majesty glory and assist him with his brethren the kings and heads of Muslim countries, whom we pray Allah to bless and support in their efforts aimed to bring the independence of Al Qods Acharif, in order that we might pray in the sacred Mosque of Al Aqsa, whose precincts Allah did bless.
The time span of the strategy :
A time span of nine years has been allotted for the implementation of the strategy which is divided into three distinct phases:
1- A one-year short-term phase ending on 31 December 2006.
2- A three-year medium-term phase from 1 January 2007 to 31 December 2007.
3- A five-year long-term phase from 1 January 2010 to 31 December 2014.
Implementation phases of the strategy :
First phase : Implementing the strategy over a short-term period (one year)
During this phase action will be centred on the following matters :
- First : Administrative reform and restructuring of the Agency.
- Second : Banking and Finance Management.
- Third : Technological rehabilitation of the Agency.
- Fourth : Providing financial support to the Agency
- Fifth : Expenditure items and fields of intervention.
Second phase : Implementing the strategy over a medium-term period (three years)
During this phase action will be centred on the following matters :
- First : Providing the Agency with human resources and equipment.
- Second : Financial measures to draw and diversify income.
- Third : Setting up the e-administration.
- Fourth : Donations made by countries and populations:
- Media and communication.
- Mobilisation of civil society associations and the private sector.
- Fifth : The projects that can be realised within this period.
Third phase : Implementing the strategy over a long-term period (five years)
During this phase action will be centred on the following matters :
- First : Expanding scope for cultural action.
- Second : Opening on the Christian world.
- Third : Involving Muslim and Arab communities in Europe and America.
- Fourth : Coordinating with the various organs operating in the field of collecting donations.
- Fifth : Projects of the Agency and long-term expenditure items.
First phase : Implementing the strategy over a short-term period (one year)
A one-year short-term phase (from 1 May 2006 to 31 December 2006) is allotted to the strategy which will be centred on what follows :
Human and financial resources management :
First: Administrative reform and restructuring of the Agency.
At present the Agency has an administrative staff at its offices in Casablanca, comprising of:
2- The Deputy Director General.
3- An administrative executive.
4- Ambassador Counsellor.
5- Two Secretaries.
There is also an administrative assistant and a driver.
At its offices in Ramallah the Agency is comprised of the following members of staff:
1- A Coordinator.
2- Two members of staff.
An annual amount of 2,485,797.00 dirhams is budgeted for staff salaries in the Agency’s operating budget.
It should be noted however that responsibilities are overlapping, which constitutes a fatal situation.
In this regard, Mr Mahmoud Abbas Abou Mazen, President of the Palestinian National Authority made a proposal to appoint Mr Mohammed Mustapha al-Halaiqeh as Deputy Director General and Mr Reza Abbas, current Coordinator at the Agency’s offices in Ramallah, as Assistant Director General.
With the consent of His Majesty King Mohammed VI (may Allah protect him) the Agency will have the following staff members at its head offices :
2- The Deputy Director General.
3- The Director of Accountancy, Management and Control.
4- The Director of Information and Public Affairs.
5- Ambassador Counsellor in charge of cooperation with the Foreign Ministry and the Ministries represented in the Trusteeship Committee and the Board of Directors as well as of relations with diplomatic missions.
One secretary will be responsible for the office of registry and archive. The other will be in charge of the personal secretariat of the Director General and other secretarial services at the Agency.
Two bureaus will be set up within each of the two directorates as part of restructuring the Organizational Chart of the Agency: namely,
1- Accountancy and Financial Control Bureau.
2- Budget Preparation and Management Bureau.
3- Communication Bureau.
4- Information Bureau.
The Agency will recruit a number of specialised experts on these fields as counsellors, upon approval by the Trusteeship Committee and the Board of Directors. Here follows the new Organizational Chart of the Agency
During the first year of the current strategy we will, with the consent of His Royal Majesty, the Chairman of Al Qods Committee, move the headquarters of the Agency to Rabat.
Second : Banking and Finance Management
We have noticed that parties donating to Al Qods Acharif need to know about the banking institutions authorised to receive donations. The Agency has done very little to inform donors outside the seat country about the relevant banking institutions to which donations can be sent.
It should also be noted that the money orders made within the Kingdom of Morocco are most often returned. The banks refuse to transfer cash donations to the account number 555 unless donors complete full digits of the account number as computerised by the banks receiving donations. This means that the donation process should be revisited, which requires the following measures:
- The Agency should have a special donation account at the central bank in each country similar to the account number 555 it has with the Bank Al Maghreb.
- The number should be advertised during campaigns for donations. Also, donor parties should be guided to deposit their donations to any of the branches of the central bank in their countries or to any other bank that accepts to operate transfer of cash donations to the central bank.
The Agency will negotiate on this issue with the central banks and prepare a memorandum of understanding to this end.
- We have to make an arrangement with the Bank Al Maghreb whereby other banks are to be instructed to automatically complete the digits of the account number 555 instead of having to return the cash donations transfer on the pretext that the account number is not complete.
- The financial accounts should be audited. Necessary administrative reform should also be initiated to ensure sound documentation and checking of financial statements to the required standards of transparency.
Third : Enhancing the technological capacities of the Agency
Given that the Agency is at present short staffed on administrative personnel, we will be working during the first year of this strategy towards laying firm bases for enhancing the technological capacities of the Agency. This can be achieved through :
Entering in a contract with Itisalat Al Maghrib (the main telecommunications operator in Morocco) to achieve what follows :
- Launch a cost-free "SMS" and "Email" campaign.
- Participate in fundraising for the benefit of the Agency by inviting all its GSM customers to send an “SMS” message at a cost of 10 dirhams.
- Host the website and electronic messaging of Bayt Mal Al Qods Acharif Agency on their Server.
- Design an extra charge number for fixed and mobile calls.
Commissioning a telecommunications company to work out a communication strategy and a media plan, and contracting for launching a large media campaign to help carry out the agreement made with Itisalat Al Maghrib.
Fourth : Providing financial support to the Agency
The Agency is aspiring to collect donations on a larger scale at the official and popular levels across the Arab and Muslim world as well as within all friendly countries. However, the Agency does not have bank accounts in a large number of countries for donors to deposit their donations. For this purpose, the first year of this strategy will be devoted to open bank or postal accounts in every country.
Besides, efforts will be made to inform all relevant parties of such accounts.
To this end, the Agency will sign a memorandum of understanding with a large number of central banks to design an account number of the Agency at their various branches the world over.
We will also seek to open postal accounts with the various national postal service offices and agencies.
Appeals for donations will be published in official newspapers and put out on the radio and television in various countries, the aim being to enable donors to deposit their donations.
Fifth : Expenditure items and fields of intervention
- We will within the first year of the strategy work towards implementing and completing implementation of ongoing and programmed projects.
- We will also aim to identify and monitor needs with the view to include full details thereof in the expenditure budget and fields of intervention covering the short-to-medium-term period.
- Further action during the first year of the strategy will be directed towards the implementation of the following projects:

A three-year medium-term phase (from 1 January 2007 to 31 December 2009) is allotted to the strategy which will be centred on what follows:
First : Providing the Agency with human resources and equipment
The Agency will be provided with human resources with appropriate:
- Banking and financial expertise.
- Legal expertise.
- Diplomatic expertise in the field of diplomatic relations and international law.
- Computing expertise.
- Public relations and communication expertise.
- Expertise in the issues relating to Palestine and Al Qods Acharif in particular.
The Agency is sorely in need of staff and executives, given its huge responsibilities and expanding scope of intervention at the international level.
Since it is important in this stage not to make any staff appointments or budget new salaries, we will contact a number of ministries and institutions in the Kingdom of Morocco, the seat country, in addition to organs affiliated to the Agency elsewhere to bring in such highly qualified staff and executives to assist the Agency who will be paid by the party which the Agency has contacted for that purpose.
Similarly, items such as office equipment, computer and other necessary materials will be obtained by way of grant.
Second : Financial measures to draw and diversify incomes
Action will be made by the Agency to obtain support from banks with social, charity, donation and humanitarian funds.
Further efforts will be exerted by the Agency to this end which shall consist in what follows:
- First: The Agency will contact Finance Ministers to grant tax incentives to donors and exempt the donations made to Bayt Mal Al Qods Acharif from tax on income and profit tax, and to sign joint agreements to this end.
- Second: The Agency will seek to have the exclusive privilege of arranging for visits to Al Qods Acharif, in return for a sum of money collected from the travel agencies.
- Third: The Agency will embark on inventorying and identifying all Islamic endowments set apart for Al Qods Acharif across the world and contact relevant parties in order that the proceeds of such endowments may accrue to Al Qods Acharif via Bayt Mal Al Qods Acharif Agency.
- Fourth: We will work towards setting apart new endowments the proceeds of which will be used to shore up projects and such cultural and social institutions as universities, schools and hospitals. We will also coordinate with all Wakf ministries within the Islamic world to ensure better administration and channeling of their proceeds for those institutions through the Agency.
- Fifth: The Agency will hold talks with the Islamic Development Bank in order to benefit from the funding means made available by the Bank, especially the special aid fund, the Islamic institutions for the promotion of the private sector and the Al Aqsa Fund.
Third : Setting up the e-Administration
The Agency aims at the medium term to lay down solid groundwork for an effective e-administration.
The Agency will also seek to build up and create an extranet network, providing a virtual data room services on the follow-up programme of the projects implemented by the Agency, the accountancy follow-up programme, the human resources management follow-up programme, the programme to follow up collection of donations and other proceeds, the programme to operate the registry office, the internal correspondences programme, etc.
- The Agency will bank on appropriate state-of-the-art technology.
- We will also configure a large virtual network within the internet, enabling communication with individuals, civil society associations, media institutions, and financial institutions in the private and other sectors. The network will also allow for controlling the accounts of the Agency abroad as well as following up donations and maintaining contact with support, follow-up and coordination cells in all countries.
Fourth : Donations made by countries and populations
Securing financial support to the Agency
The financial resources of the Agency fall into two categories :
- First : Official donations.
- Second : Popular donations.
Official financial resources consist in the donations made by countries and state official institutions.
Official (state) donations
According to figures on the major achievements of Bayt Mal Al Qods Acharif Agency from 1998 to 2005:
The Kingdom of Morocco makes the major part of state donations, accounting for 55% of the overall amount of donations, whereas the Kingdom of Saudi Arabia contributes 26% of the donations. The share of the Arab Republic of Egypt and the Islamic Republic of Iran in the grand total of donations represents 13% and 4% respectively, whereas the rest of donations made by the other countries do not exceed 2%.
This situation requires a new strategy to incite all Islamic countries to commit themselves to providing funds for projects to support Al Qods Acharif.
Also significant is the fact that the Kingdom of Morocco contributes the major part of donations made by individuals and institutions (87%), followed by the Arab Republic of Egypt with 13%.
There has never been any action on the part of the Agency to involve friendly non-Muslim countries. There has been failure also toestablish contact with individuals in the rest of Islamic and friendly countries.
These are remarks and observations which the Agency has to build on to improve its working methods to expand its network of both popular and official donations.
The Trusteeship Committee issued a decision at its first meeting, held in Rabat on 10 March 1999, whereby the Director General of the Agency is commissioned to conduct all relevant activities falling within the scope of his competence. These include communicating with Islamic countries, initiating media campaigns and conducting donation campaigns within Islamic countries as well as paying visits to the city of Al Qods Acharif when necessary.
The recommendations issued by the Board of Directors at its first meeting, held in Marrakech on 14 February 2000, match perfectly with this line of action. The Board of Directors recommended facilitating the Director General's making contacts and holding meetings to fulfill his duty to collect funds for the Agency […].
Action should therefore be made to involve :
First : The Islamic countries.
Second : The friendly countries by opening on the Christian world. As a start in this direction a visit will be paid to the Vatican.
The steps to be followed to this end are outlined in the strategy as follows:
- First : Contacting friendly and sister countries for donations.
- Second : Paying personal visits, with the approval of the Chairman of Al Qods Committee, to kings, heads of state, princes, and heads of official institutions (ministers and directors general) across the Muslim world.
- Third : Furthering cooperation with the Ambassadors of the countries with accredited diplomatic representations in the seat country, in order to secure relevant support to the Agency. We will start by arranging appointments and meeting Ambassadors in coordination with the Foreign Ministry.
- Fourth : Acting under direct instructions from His Majesty the King, Chairman of Al Qods Committee, to have the Foreign Ministry cooperate with the Agency to achieve its objectives by the medium of our Embassies abroad.
- Fifth : Paying a visit to the Vatican to obtain support to the Agency in its intent to engage countries and institutions across the Christian world.
- Sixth : Contacting the Eastern Orthodox Church to the same end.
- Seventh : Paying a visit to Pope Shenouda in the Arab Republic of Egypt to the same end.
- Eighth : Special attention will be focused on contacting religious authorities within the Tijaniyyah, Muridiyyah and Quadiriyyah Sufi Orders, in a bid to involve African countries in the process for drawing support.
- Ninth : Addressing the European Union via the EU Representative in Rabat and the Representative of Morocco at the European Union, and undertaking a special visit to the EU offices in Brussels with the view to secure the transfer via Bayt Mal Al Qods Acharif Agency of a portion of the support budget allocated by the EU.
Popular support
Popular support consists in the donations made by individuals, associations, banks, private sector institutions, chambers of agriculture, industry and commerce, and all charitable institutions across the Islamic world and in friendly countries.
The amount of funds obtained from popular sources of support is only insufficient, since very little has been done by the Agency in this direction. Popular donations constitute, indeed, a source of substantial funding that can be channeled into achieving the goals of the Agency. A large number of individuals and institutions across the world need to learn about the Agency, its account numbers in their relevant countries, and the addresses to which they can send their donations. This inefficiency is explained by the fact that advertisement for donations is centred for the most part on populations in Morocco and Egypt (87% of popular support to the Agency comes from Morocco), which is a serious problem.
Action to this end will therefore be oriented towards improving communication with the public on the basis of well-advised, scientific methods.
We will turn to specialized companies in the field of information and communication for assistance in preparing a programme of media and publicity campaigns as well as donations via "SMS". Civil society associations together with charitable organs, radio and television stations, press and other channels will be brought to bear in the action directed to this end.
The steps and measures to be taken in this direction are outlined in the strategy as follows:
Second : At the level of friendly countries.
Information and communication :
1- Entering into a contract with communications companies and postal institutions across the Islamic world whereby :
- The communications company will have to send "SMS" messages to customers informing them about the account number and inviting them to send "SMS" messages at a specified cost that will go to the Agency.
- We will commit ourselves to holding an annual celebration wherein the most supportive company will be granted the Shield of Bayt Mal Al Qods.
2- Reaching an agreement with postal companies across the Islamic world to issue a post stamp presenting Al Qods Acharif. The subscription sale fees for the stamp will go to the Agency under the conditions of the agreement.
3- Negotiating an agreement with national radios and TV stations to air publicity spots and hold symposia on Al Qods Acharif. Attention will be focused on national and international large-broadcast radio and TV stations.
4- Targeting sports and entertainment celebrities will be good publicity for Bayt Mal Al Qods Acharif Agency.
5- Maintaining contact with the media to ensure extensive press coverage of our action to this end. In this regard, the Agency will seek to have radio and TV stations or newspapers and journals appoint each a person to serve as correspondent and representative of the Agency who will be in charge of following up and publicizing its activities on a regular basis.
6- Preparing advertising posters, leaflets and badges to be hang at all public utilities with the voluntary support of civil society associations as well as support, follow-up and coordination cells which the strategy recommends to set up in each country.
7- The Director General shall give interviews and issue press statements to renowned newspapers as well as local radios and televisions and satellite channels to highlight the objectives of the Agency and appeal for support.
8- Exchanging congratulations during religious ceremonies within sister and friendly countries via the payable cards of Al Qods Acharif.
Mobilization of civil society associations and the private sector :
Civil society associations and the private sector institutions have an effective part to take in supporting Bayt Mal Al Qods Acharif Agency; hence the efforts led by the Agency to bring such associations and institutions to bear in a constant voluntary action that is aimed at securing support and follow-up.
The Agency shall contact eminent personalities with a well-deserved reputation from each country in order to consult about the associations, organs and institutions to select for collaboration.
The Agency shall also act in consultation with all the official departments involved.
The Agency shall exclude such personalities, associations, organs and institutions associated with extremism or terrorism.
The following programme for action has been outlined which consists in:
- First : Working towards setting up, within each country, a local national advisory body in charge of support, follow-up and coordination which will be comprised of personalities renowned for their support to the Palestinian people and their just cause.
- The mission of this advisory body will consist in supervising and running donation campaigns as well as controlling and checking transfer of funds to the accounts of the Agency. It will also be responsible for facilitating the Agency’s discharge of its duties when dealing with local authorities, associations, private sector institutions and the media, especially during public festivals.
- Second : The Agency will compile a full nominal list of civil society associations as well as the private sector, banking, charitable and other institutions, in coordination with the embassies and official authorities involved and in cooperation with the advisory body. The aim is to contact these institutions, directly or via mail, urging them to support the Agency or invite the bodies affiliated to them and their executives to provide the Agency with necessary financial support.
- Third : Special attention will be focused by the Agency on women civil society associations. This is explained by the fact that women are traditionally more committed to humanitarian issues and known for their natural disposition for such issues and their highly combative spirit.
- Fourth : Laying down mechanisms for communicating with Arab and Muslim communities in Europe and America and elsewhere, in addition to making an inventory of well-reputed Muslim associations and organs in Europe and America with their full contact details (mail address, website and email) in order to introduce them to the Agency and its objectives, the ultimate aim being to pave the way for the implementation of what we have planned under this strategy on the long term as shall be explained hereunder.
- Fifth : Dedicating a virtual room on its website to communicate with the various sectors of civil society.
- Sixth : Holding meetings with businessmen in each of the Islamic countries to obtain support for the action of the Agency.
- Seventh : Cooperating and coordinating with the chambers of agriculture, commerce, industry and commodity exchange as well as other parallel institutions, the aim being to support the Agency and contribute to the implementation of its projects.

5- Projects of the Agency and long-term budget expenditures.
First : Expanding scope for cultural action.
By focusing attention on cultural action under this action plan the Agency aims to promote the cause of Al Qods and highlight its historical and civilizational status as a haven for civilizations, cultures and religions and a universal symbol of peace and human coexistence.
The Agency equally seeks to summon up enthusiasm for and commitment to Al Qods Acharif to draw donations.
Action in this direction will consist in the implementation of a wide range of cultural activities within sister and friendly countries without distinction of any kind as to religion, race or colour. The action led by the Agency is humanitarian in its motivation and should therefore involve all without distinction.
Action in the cultural field will feature :
- Cooperation with such intellectual and literary clubs as the International League of Islamic Literature, the Union of Moroccan Writers, the Al-Babtain Institution, in addition to similar centres and clubs. The aim is to hold a festival of poetry on Al Qods Acharif and a contest for best poem on Al Qods Acharif.
- Holding a festival on music in Al Qods.
- Staging an international exhibition gathering paintings and models of Al Qods Acharif to honour artists from Al Qods Acharif.
- Holding a day for children populations in Al Qods Acharif to be hosted in all capitals in cooperation with child associations, observatories and other relevant institutions.
- Cooperating with religious organs such as Al Azhar Acharif, the Islamic Fiqh Academy, the Union of Muslim Scholars, and the ministries of Waqf and Islamic Affairs in order to convene Islamic symposia and conferences on Al Qods Acharif.
- Joining efforts with intellectual and cultural institutions such as the Arab Thought Forum, the League of Islamic Universities, the Pan Arab Conference, and others, with the purpose of holding symposia and encounters on Al Qods Acharif.
- Creating a prize of Al Qods Acharif for sciences, arts and literature. The aim is to encourage scientific research and literary creation, in addition to artistic works aiming to highlight the Al Qods Acharif and its civilizational heritage as well as its present and future.
- Preparing for holding the Al Qods Acharif Day in all capitals and issuing a (badge) bearing the logotype of Bayt Mal Al Qods Acharif and sold at the various banks, post offices, stands, and telephone booths, in cooperation with relevant institutions.
- Holding gala dinners in each capital city attended by a constellation of rich people, chief executives of banking and financial institutions and artists. Marked by the presence of a prince, a head of state or any other distinguished personality, these lavish events shall constitute an opportunity to raise funds for the benefit of Bayt Mal Al Qods Acharif Agency.
- Contacting the ministers of Waqf and Islamic affairs to dedicate Friday prayer sermons or a series of Friday sermons to exhort congregations to support Palestinian populations via Bayt Mal Al Qods Acharif Agency.
Second : Opening on the Christian world
The Christian world has a religious and civilizational history that is engraved in Al Qods Acharif. The Christians in particular have forever displayed a special human concern for Palestinian populations in Al Qods city. At the popular level, the Christian world has a broad span of religious and non-religious associations and institutions concerned with humanitarian action.
At the official level Christian countries across Europe and America and elsewhere accord special attention to international humanitarian cooperation to which they allot substantial amounts in their budgets.
For that reason, the Agency is intent in its action plan to open on the Christian world through the following steps :
1- Coming into contact with all branches of the Christian Church (Catholic, Protestant and Orthodox) to benefit from their charitable programmes and collaborate with their civil society organizations and associations. We will set great store by the Community of Saint Egidio, given its extensive experience and the large network of cooperation relations we have with its executives.
We will also seek permission to have our posters hang on the entrances of Christian Churches.
2- Contacting European and American embassies to obtain contact details of relief and Red Crescent institutions. The aim is to conduct joint programmes in Al Qods and provide hospitals with medicines, ambulances and necessary medical equipment.
3- Working out a TV programme in each European country to throw light into the murky situation of Al Qods Acharif and inform people in Europe of the account number for making donations.
4- Selecting a Christian association in each country in Europe or America which will be commissioned, on a voluntary basis, to follow up and brief the General Directorate on the implementation status of the programmes of the Agency in these countries.
5- Contacting major newspapers that can offer to publish advertisements of the Agency at intervals.
6- Catering for Christian places of worship in Al Qods, in addition to schools and institutes of Christian Arabs, without any distinction between Arabs and Christians as to support and delivery of health and other services.
Third : Involving Arab and Muslim communities in Europe, America and elsewhere.
Arab and Muslim communities in Europe and America and in all parts of the world have always shown genuine enthusiasm for and commitment to the Palestinian cause. They consider it a matter of personal honour and dignity in their immediate expatriate surrounding. They hold Al Qods Acharif dear in their hearts. No such place is left for differences and quarrels when it comes to Palestine and Al Qods Acharif. This is truly something we have to capitalize on to further support to Palestinian populations and to serve their vital interests.
This action plan is meant to assist us in maintaining contact with Arab and Muslim expatriate communities in order to summon up energies and enthusiam and bring individuals and institutions to yoke together in a joint, peaceful cooperation that seeks:
- First : To blazon forth the Arab and Islamic identity of the city of Al Qods Acharif among the public opinion in the various countries where Arab and Muslim communities reside.
- Second : To bank on the enthusiasm and commitment of Muslim and Arab communities abroad to secure sustained, diversified financial support and donations to fulfill the objectives of Bayt Mal Al Qods Acharif Agency.
- Third : To publicize the major role taken by His Majesty King Mohammed VI, Chairman of Al Qods Committee, and his brethren the heads of Muslim states members of Al Qods Committee.
The action led by Bayt Mal Al Qods Acharif Agency to engage the cooperation of Arab and Muslim communities abroad will consist in what follows:
1- Communicating with associations, fellowships, federations, councils and representatives of Arab and Muslim communities in various fields to lay down programmes for supporting efforts exerted by Bayt Mal Al Qods Acharif Agency.
2- Coming into contact with Imams and preachers as well as parties in charge of mosques to encourage Muslim congregations to make donations. Full information will be provided about the account number and the way to send their donations.
3- Introducing them to the projects that can be funded by Arab and Muslim communities abroad.
4- Benefiting greatly from the network of relations Arab and Muslim communities have with official and non-official authorities such as ministers, political leaders, parliamentarians and heads of municipalities, and others, in order to drain support for the activities of the Agency.
5- During campaign for legislative and communal elections when candidates would do everything to win the votes of Arab and Muslim communities, action should be made to negotiate all forms of support possible.
6- Selecting an association, club, fellowship or federation of Arab and Muslim communities residing in Europe, America and elsewhere to communicate and coordinate with other associations, fellowships and federations.
7- Providing them with posters and other publicizing means to model which they will have to distribute and display in public places by engaging the cooperation of Arab and Muslim communities, with the prior authorization of the official authorities involved.
8- Supplying them with files containing detailed information on Al Qods Acharif and the Palestinian cause as well as on Bayt Mal Al Qods Acharif Agency.
9- Inviting them to seize every possible opportunity on television, the radio and satellite channels to present Al Qods Acharif, the Agency and the account number.
10- Enlisting civil society associations within Arab and Muslim communities abroad to supervise selling the Agency’s badges in their countries of residence.
11- Engaging the joint cooperation of ambassadors of Arab and Muslim countries alongside Arab and Muslim communities as well as relevant institutions and associations in a well-orchestrated campaign designed to collect donations at the highest level to serve Al Qods Acharif via Bayt Mal Al Qods Acharif.
12- Enhancing contact between communities and their immediate surrounding through websites, the aim being to highlight the objectives of the Agency and solicit donations on its account.
Fourth : Coordinating with various organs operating in the field of collecting donations
Any observer of the utilization of donations to support resistance of the Palestinian people and all forms of charitable and humanitarian aid to Al Qods Acharif or any of the Palestinian cities is quick to notice the countless number of associations and organs operating in this field. We do not know anything about their credibility or the genuineness of their action. We are not even sure whether they are actually there to help the Palestinian people or just serving some illegal purpose or re-channeling funds into opposition or terrorist activities in this or the other country!
Therefore, we deem it appropriate and even indispensable to work conjointly with the OIC member states to enjoin coordination with Bayt Mal Al Qods Acharif Agency in collecting funds to support the Palestinian people.
This will make it possible to pool efforts in order to closely monitor the inflow and dispensing of funds collected, to check for income sources and objectives, and to ensure delivery to the intended recipients.
